What Is an ICO File?

ICO is the icon container format Windows has used since Windows 3.0. Unlike a PNG, which holds a single image at one resolution, a single ICO file can store several sizes of the same artwork at once. Windows then picks whichever size fits the context — a small one for the file list, a large one for the desktop — instead of scaling one image up and making it blurry.

Which Icon Sizes Do You Actually Need?

Windows requests different resolutions depending on where the icon appears. These are the sizes that matter:

For the sharpest result, start from a square PNG that is at least 256×256 pixels. Converting a small 32×32 PNG up to 256×256 cannot invent detail that was never captured — it just produces a soft, blocky icon.

How to Set a Custom Folder Icon in Windows 11

Once you have your ICO file, Windows 11 lets you apply it to any folder:

  1. Right-click the folder and choose Properties
  2. Open the Customize tab
  3. Click Change Icon…, then Browse…
  4. Select your .ico file and click OK, then Apply

Keep the ICO file somewhere permanent before you do this. Windows stores a path to the icon rather than a copy of it, so if you later move or delete the file, the folder quietly reverts to the default icon.

Changing a Shortcut or Application Icon

The steps differ slightly for shortcuts: right-click the shortcut, choose Properties, and the Change Icon… button sits on the Shortcut tab rather than a Customize tab. Note that this changes the shortcut only — the original program file keeps its own icon.

Using ICO as a Website Favicon

The favicon.ico in a site's root is still the most broadly compatible favicon, because every browser going back to early Internet Explorer knows to look for it without any HTML at all. Modern browsers also accept PNG favicons declared with a link tag, but a multi-size ICO remains the safest baseline — particularly for the pinned-tab and bookmark-bar contexts where browsers request small sizes.

Frequently Asked Questions

Can I use a PNG directly as a Windows icon?

Not for folder or shortcut icons — the Change Icon dialog in Windows only accepts .ico, .exe, and .dll files, so a PNG will not appear in the file picker. You need to convert it to ICO first. PNG does work directly as a favicon on websites, but not inside Windows itself.

Does my PNG need to be square?

Yes, ideally. Icons are displayed in a square frame, so a rectangular PNG will either be padded with empty space or distorted. Crop or pad your image to a 1:1 ratio before converting for a predictable result.

Is transparency preserved when converting PNG to ICO?

Yes. ICO supports an alpha channel, so transparent areas in your PNG stay transparent in the icon. This matters a lot in practice — an icon with a solid white background looks obviously wrong sitting on a coloured desktop wallpaper.

Why does my new icon look blurry?

Almost always because the source PNG was smaller than the size Windows is displaying. Windows will scale a 48×48 image up to fill a 256×256 slot, and the result looks soft. Re-convert starting from a PNG of at least 256×256.

My folder icon did not change — why?

Windows caches icons aggressively. If the icon does not update, press F5 in Explorer, or sign out and back in to force the icon cache to rebuild. Also confirm the ICO file has not been moved since you selected it.
